国家知識産権局（CNIPA）は5月28日の定例新聞発表会で、知的財産権の信用体系構築を進行中であることを発表した。知的財産保護司の司長、郭雯氏によると、これまでに279名の市場主体が重大な法律違反・信用喪失のために制裁を受け、信用ブラックリストに登録された。
国家知識産権局は「知的財産権信用管理規定」を制定し、知的財産分野の信用喪失行為に対して規範を設けた。また、「専利代理信用評価管理方法（試行）」を発行し、商標代理信用評価管理の試験運用を開始するなど、知的財産サービス業における信用監督を強化している。
さらに、信用を失った主体が改善行動を行い、重大な違法・信用喪失名簿に登録されてから1年が経過した場合には、信用修復を支援する措置が講じられている。これまでに11の市場主体が信用を回復し、正常なビジネス活動を再開しているとのことである。
